The Northern Ireland Space Office, Matrix and the UK Space Agency

What role could space technology play in Northern Ireland’s public services?

Space-based technology is no longer the preserve of scientists and defence agencies.

Earth observation and geospatial data can help governments deliver public services more efficiently, from monitoring environmental change to managing infrastructure and targeting inspections. The challenge is increasingly not whether the technology works, but how to integrate it into everyday public-sector operations.

The Northern Ireland Space Office (NISO) set out to address this through the Northern Ireland Space Enabled Region Pathfinder project. Funded by the UK Space Agency through its Unlocking Space for Government programme, Firetail worked as Matrix’s delivery partner to undertake an independent review and translate the Pathfinder evidence base into a practical route to adoption.

The review considered three key questions:

  • Where is the strongest case for adoption? What does the evidence show about demand, feasibility and potential value across the Northern Ireland public sector?

  • What needs to be in place to enable delivery? What governance, funding and capability would allow promising applications to move beyond pilots?

  • What is the pathway to operational adoption? What sequence of decisions and investments can take a use case from initial opportunity to an embedded public service?

Drawing together evidence from across the Pathfinder portfolio, we developed a preferred delivery model, a staged approach to funding and a shortlist of high-value use cases with indicative routes to operational adoption. Our recommendations distinguished between actions that could begin within existing structures and longer-term changes requiring new capability, governance or investment.

The review provided a set of practical and fundable next steps for Northern Ireland and UK partners. These included strengthening coordination across government, building the capability to assess and procure space-enabled services, and creating clearer routes for the strongest use cases to progress from experimentation into routine delivery.

The evidence suggests that Northern Ireland no longer needs to demonstrate the broad potential of space-enabled technologies. The next challenge is more specific: identifying which applications justify operational adoption and putting in place the coordination, funding, capability and governance needed to scale them.

Done well, this would not only support more efficient and effective public services in Northern Ireland. It would also provide a practical model for how other parts of the UK can move from promising space-enabled pilots to sustained public-sector adoption.

The Northern Ireland Space Enabled Region Pathfinder report was published in September 2026 and is available here.

Robert Hill, Director at NISO:

“Firetail’s report brings the evidence base together clearly and concisely, and sets out an actionable roadmap for advancing the adoption of space-based technologies in Northern Ireland and the wider UK. It provides the critical foundation for further investment and growth in the sector.”
