An experiment on public participation in Uganda tested people’s motivations to give feedback as citizen monitors using UNICEF’s SMS services. Different districts heard different radio ads encouraging people to take part. Some were told participating would improve their community, others were entered in a lottery for a solar charger, others heard no message at all. The results are fascinating. Incentives matter.
